What would you guys recommend as the best buggy engine for use inland with slightly gusty conditions? I want something fast yet stable. I was thinking of a razor but don't know if it's going to be stable enough?

Sorry but Razors are not stable enough. They hate gusty wind. Nice kite though.
Other race kites that are more stable are the Airea Raptor or even Libre Boras.
Some others could be Blades or C-Quads.
If you get a more novice type kite, these tend to be much more stable.
I would say better in a gusty wind than some of the race kites.
You will also want a larger size as the winds inland are not generally as strong as the coast. Bigger kites also cost more!!
Don't go to big, as even if you can travel at three times wind speed. 20kph is not too exciting in a wind of a few knots. Save your money on not getting the largest of kites and use it to buy some buggy bits.
Second hand big kites are often not flown much so look out for one. You could save some money too.

Blades are the most stable of all high performance traction kites. Ok, so they are not absolute racing kites, but they still offer far more performance than 'beginner' type kites.

Another good stable kite is a Ozone Little Devil, which still have good power, fast, and good upwind. Sizes from 1.5m - 6m.

I know of a Blade I, 4.9 for sale for $500, complete.

I can vouch for the stability of the Little Devils. I have only flown the little ones (2.1m and 3m). They move fast enough, the build quality is unbelievabe and they are probably cheaper than Bullets. These kites are very hard to upset... i fly in some very gusty places.

I think the bullet would be a very similar kite to the LD.

I've heard the LD's are good too. What size would you say would gets used most in general inland wind conditions? I'm thinking of about a 3m....?

The 3m is a great kite. Plenty of pull too. Check out the second hand section of the Kitepower website ( http://www.kitepower.com.au ). There is a second hand 4.5m little devil on there.

$500 for the 4.5m LD. That will be cheaper than the 3m brand new. Hmmmm... the 4.5 could be a bit of a handful in gusts.

I'm tempted myself, but I really do want a 3 / 3.5 m something. Haven't worked out what yet though.

Goshen will let you test kites before you buy, plus the Geelong area is fantastic for all types of kiting.

Stability of Razor kites is directly related to the skill of the rider/flyer. All high aspect ratio ram air kites from all manufacturers, are less stable than lower aspect ratio models. Not all medium aspect ratio foils are stable!
The Razor behaves extremely well if it does fold/luff, it does not re-open explosively in the majority of circumstances.
I think there are better choices for your needs, but if you want a kite that will propel you very fast, then get one.
